Interviews with staff, including certified nursing assistants and licensed practical nurses, indicated a lack of training and understanding regarding the application of the splints. The Director of Rehabilitation confirmed that the right elbow splint was incorrectly applied and emphasized the importance of proper application to prevent further decline in the resident's condition. Despite the facility's policy and procedures, there was a clear gap in staff training and adherence to the care plan, leading to the deficiency in providing necessary care for Resident #41.
