The social service designee stated she sometimes went through admission paperwork quickly, did not go into detail, and did not provide a copy unless asked. The administrator stated staff were trained to explain arbitration as using a third party to resolve disputes outside court, but he was not sure whether residents or representatives were required to receive a copy of the agreement, and no policy was provided by the end of the survey period.
