The NHA and DON did not effectively manage the facility to ensure residents were free from abuse and failed to ensure the facility implemented its abuse policies. A review of the NHA and DON job description showed their primary purpose was to direct the day-to-day functions of the facility in accordance with current federal, state, and local standards, guidelines, and regulations to assure the highest degree of quality care could be provided to residents at all times. Based on the findings in the report, the facility failed to provide the fundamental principles that apply to treatment and care provided to residents and failed to ensure residents received treatment and care in accordance with professional standards of practice and facility policies, resulting in an immediate jeopardy situation.
