A second resident with Down syndrome, anxiety, and dementia was admitted before receiving Level II PASARR recommendations for intellectual disabilities. The record showed the PASARR process was initiated and completed after the resident had already been admitted. The complaint record also documented that the Office for People with Developmental Disabilities became aware the resident had been admitted without the PASARR for developmental disabilities being completed prior to admission. The Director of Social Work stated the facility sometimes admitted residents while a Level II referral was pending, and the Administrator stated the purpose of PASARR was to ensure the facility could meet residents’ needs prior to admission.
