CNA #3 stated the evening and night shifts did not have supervisors in the building and that resident issues were reported to the medication cart nurse, who would contact the on-call nurse if needed. The Administrator stated the medication cart nurses functioned as charge nurses and that the facility did not have a staffing policy.
