Missing resident ID card not replaced after wallet loss

Summary

The facility failed to protect one resident’s personal property from theft and loss when the resident’s wallet, which contained a California Identification Card, was lost and the card was not replaced for over two years after the loss was reported. The resident was admitted with diagnoses including muscle weakness and chronic pulmonary embolism, and the Minimum Data Set indicated intact cognitive ability, set-up assistance for eating, partial assistance for oral hygiene, substantial assistance for upper body dressing and personal hygiene, and dependence for toileting hygiene, showering, lower body dressing, and putting on/taking off footwear. The resident and family member stated the facility had been informed that the wallet was lost, but the facility did not follow up to replace the identification card. The Social Worker reviewed the resident’s inventory list showing a black wallet with a CAID that had been kept locked in the business office, and a replacement wallet was later observed without a CAID inside. The Social Worker could not locate the Loss and Theft Report for the missing wallet and stated it should have been completed. The facility’s Regulatory Nurse reviewed documentation showing a replacement wallet had been ordered, and also confirmed the last documented attempt to replace the CAID was months earlier with no documented follow-up after that date. The facility’s Theft and Loss policy stated it was the facility’s policy to safeguard residents’ personal property and protect it from loss and theft, and that Social Services would assist the Administrator in locating and/or investigating claims of lost property.
