The facility also failed to ensure residents or their responsible parties were notified when PNA balances reached the $2,000 SSI maximum or $200 less than that amount. Review of the resident funds listing showed balances of $2,240.44, $2,198.00, $1,908.86, $1,920.41, $2,102.56, and $2,599.40 for six residents, including four balances over $2,000 and two balances over $1,800. The Biller stated she emailed the facility a list of residents accumulating PNA money and sometimes informed Social Work, but could not provide documentation showing communication to residents or representatives. The Director of Social Work and another Social Worker stated they had not received correspondence for the past 3 months regarding the need to spend down resident PNA funds, were not aware that one resident was over resources, and acknowledged that the resident needed a spend down. The facility policy stated that if account funds plus other non-exempt resources reach the SSI/Medicaid resource limit, the resident may lose eligibility for Medicaid or SSI.

During a concurrent interview and record review, the Business Office Manager stated the facility did not follow its policy to provide notification to Resident 22 and Resident 54 when their resource limits were approaching $2000, and stated the residents could be at risk of losing Medicaid benefits.
