Despite this policy, the dumpsters were left open, which was confirmed by multiple staff members during interviews. The administrator stated that dumpsters needed to be shut according to policy, but did not believe there was a potential impact on residents since they did not access the area. No specific residents were directly involved or affected at the time of the deficiency.
