Summary
The facility failed to provide safe and appropriate respiratory care for a resident with chronic obstructive pulmonary disease and congestive heart failure by not obtaining a physician's order for the administration of oxygen. The resident was observed on two occasions receiving oxygen via nasal cannula at 4 liters per minute, but a review of the medical record revealed no physician's order authorizing this treatment. Additionally, the resident's care plan did not address the use of oxygen.
