The Admissions Director, who had been at the facility for three months, stated she had never been instructed to handle bed holds and was unaware of the requirement to provide the policy at the time of transfer. The Administrator confirmed that the policy should have been reviewed with the resident upon leaving, regardless of the payor source, and acknowledged the task was not completed as there was no signed document available.
