The restorative staff, who were responsible for applying the splints, were often reassigned to work as CNAs, leaving the residents without the necessary restorative care. This lack of adherence to physician orders and care plans was also evident in the cases of Residents R46, R94, and R99, who were observed without their prescribed splints or other supportive devices, indicating a systemic issue in the facility's management of residents with impaired mobility.
