The Director of Activities and the LNHA acknowledged that the smoking area was insufficient for the number of residents who smoked, leading to complaints from residents about getting wet during inclement weather. The facility's policies on resident rights and smoking practices emphasized the need for reasonable accommodations and safe smoking environments, which were not met in this case.
