Overflowing and Uncovered Refuse in Waste Storage Area

Arbor Post AcuteChico, California Survey Completed on 07-09-2026

Summary

The facility failed to maintain refuse and debris in a manner that minimized pest harborage by allowing trash receptacles to overflow, remain uncovered, and become soiled with food debris, and by permitting discarded remodeling materials and equipment to accumulate on the premises. The cited standards referenced USDA food code requirements for covered receptacles and for keeping refuse storage areas clean and free of unnecessary items, and the facility policy titled Miscellaneous Area stated that food waste must be disposed of to prevent a nuisance, garbage and rubbish must be stored in clean, vermin proof areas, and trash areas must be inspected daily to ensure lids are closed and free of debris. During a concurrent observation and interview with the Maintenance Director outside at the facility waste storage area, surveyors observed two overflowing trash dumpsters with lids unable to fully close, an organic waste bin with excessive dried food debris and flies, and discarded toilets, nightstands, and beds. The Maintenance Director stated that the discarded remodeling materials had remained in the area for more than a month, acknowledged that they had remained there longer than considered timely, and confirmed the overflowing refuse, flies, and accumulated debris.
