Dietary Manager Lacked Required Qualifications

Arbor Post AcuteChico, California Survey Completed on 07-09-2026

Summary

The facility failed to ensure the individual designated as the Dietary Manager met the qualifications required to direct food and nutrition services, including certification as a Dietary Manager or other qualifying credentials for one of one dietary managers. Record review showed the Dietary Supervisor job description required graduation from an approved dietary manager course that meets state and federal regulations, maintenance of required continuing education, and remaining in good standing with CDPH Licensing and Certification Division at all times. However, the Dietary Manager's employee file and competency documentation indicated that maintaining the Certified Dietary Manager credential had not been met, and the performance evaluation identified completion of the CDM certification as an opportunity for improvement and a current work goal. During interview, the Dietary Manager stated they were not currently a CDM, were enrolled in a certification program, and had not yet completed it, despite serving in the position since 2023. The Dietary Manager described responsibilities that included overseeing day-to-day kitchen operations, ordering supplies, labeling and dating food, maintaining inventory and cleaning logs, managing resident food preferences, and completing meal rounds, with all job duties overseen by the RD. The RD stated they were the facility's only RD for the 144-bed facility and spent about 50% of their time on clinical duties and 50% in the kitchen, equating to 20 hours per week providing kitchen oversight. The Administrator stated the Dietary Manager job description requires a CDM credential and that the expectation was for the Dietary Manager to complete the CDM certification by the end of the month.
